One is an effective workaround within Photoshop Elements, and the other involves purchasing an add-on.
However, you do have two options open to you. Unfortunately, in Adobe Photoshop Elements there is no obvious way to do this. In Adobe Photoshop you get access to a lot more functionality and changing things like tracking, kerning, etc are extremely easy. Kerning, on the other hand, is actually an adjustment of the space between pairs of letters because in some cases the space between certain combinations of letters creates an unfortunate appearance. Doing so will have the effect of condensing your text. At the risk of making the wrong assumption, I'm guessing what you're wanting to do is change the tracking of the letters.
